Confusion on VAT Payment in Rivers State

There is confusion in Rivers state: the government has asked its state revenue collector to collect VAT even as the federal tax agency maintains that taxpayers should pay to it, pending the outcome of its appeal: "The Federal Inland Revenue Service (FIRS) has urged taxpayers, especially those in Rivers State to continue to pay their Value Added Tax (VAT) to it to avoid paying penalties for failure to do so."
