Does Mr. President have a chance to get his wishes?

Any chance for his wishes - “Kenyan President William Ruto has called on all African leaders to embrace pan-African payments to reduce reliance on the globally-bullish US dollar”? I mean getting out of the dollarization of the African economy ( or off-trading on local currency) is not just about speeches or wishes, but running factories and warehouses to make sure your currency is stable, and a decent store of value.
Today, banks now make it possible to use USD as a collateral to take loans in local currency. Does Mr. President have a chance to get his wishes?
