Nigerian Air Receives ATL from NCAA to Commence Operation

Years after the federal government of Nigeria announced its intention to revitalize the country’s national carrier, Nigerian Air, the Nigerian Civil Aviation Authority (NCAA), on Monday, presented an Air Transport License (ATL) to the interim management of the airline at the headquarters of the aviation regulatory body in Abuja.

Captain. Dapo Olumide, a former managing director of the defunct Virgin Nigeria Airways is the interim MD of the airline.

The ATL precedes the Air Operator’s Certificate (AOC) which empowers the airline to operate scheduled commercial flights.

Minister of Aviation, Hadi Siriki announced the receipt of the ATL through his Twitter handle on Monday.

“Nigeria Air Limited received from Nigerian Civil Aviation Authority (NCAA) an Air Transport License (ATL), signaling the end of the beginning of operations of the Airline,” he said, adding that the commencement date of domestic operations will be announced in due course.

Last year, the federal government said Air Nigeria would commence operation in April 2022, but it only applied for the ATL in the said month. Sirika then explained how the much awaited national carrier will function following a federal executive council meeting held in Abuja.

According to NAN, the Minister said that the Nigerian government will own about the lowest stake in the airline. According to Sirika, majority shares of 49 per cent of the Nigeria Air project will be owned by strategic equity partners, 46 per cent by Nigerians while the Federal Government will own five per cent of the shares.

The minister revealed that the council also approved N1.49 billion for the provision of Automated Civil Aviation Regulatory Equipment to be located at Nnamdi Azikiwe International Airport.

“Today in Council, Ministry of Aviation presented two memoranda. The first one is approval for the award of contract for the provision of Automated Civil Aviation Regulatory Equipment, including the software support and training, which will be located at Nnamdi Azikiwe International Airport, Abuja.

“In summary, this is the software that will allow all of the activities of civil aviation regulations to be done electronically on one platform, including payments, follow-ups on personnel licenses, medicals, economic regulation of airlines, safety regulations of airlines and all other businesses within the envelop of civil aviation, will be monitored by this single software. So, that has been approved.

“This one also is the approval of the Outline Business Case for the establishment of the National Carrier. This is the sixth time the memorandum appeared before the council and sixth times got lucky to be passed by council.

The structure of the proposed airline – Federal Government would be owing not more than five per cent. So, five per cent is the maximum equity that government would take.

“Then, 46 per cent would be owned by Nigerian entrepreneurs. So, if you add that is 51 per cent. So, 51 per cent majority shareholding by Nigerians.

“And then, 49 per cent will be held by strategic equity partners or partners will be sourced during the procurement phase, which is the next phase.’’

The minister revealed that the Nigeria Air, when operational, would generate over 70,000 jobs, saying “these 70,000 jobs, they are higher than the total number of civil servants that we have in the country’’.

While this is a totally different method of operation from the liquidated Virgin Nigerian Air, Nigerians are not optimistic about the chances of the national carrier to thrive. The pessimism is borne from the unrelenting headwinds the Nigerian aviation industry is battling with, which has seen many airlines go into massive debt and eventually out of operation.

There is also concern that the government’s involvement in the airline’s operation will dampen its growth as it is visible in other of its parastatals.  However, experts said with the government’s influence limited to 5% of its stake, the national career has a chance to rewrite its story.

 

The Genius of Bola Tinubu And Kano’s Ganduje X-Factor

I did tip Vice President this morning expecting a bulldozing moment from Buhari; that did not happen.

Seriously, while we are yet to know the winner, my model has been Senator Tinubu or someone from the North but never Vice President Osinbajo. Why? Look at the most classified document in this process: delegate distribution. Yes, the actual version which is actually being used. It was re-engineered; a senator sent it to me three days ago. I am not sure you have seen it!

In that new list, Kano has 132 delegates; Lagos was assigned 60 delegates (not a typo); 3 per local government area. As a friend senator from North West wrote “Tinubu has Governor Ganduje and those Kano delegates are loyal to him. He has a real edge”. This was the original structure of the delegates.

People, if you add all the delegates in SW, Kano alone will give them a real fight. That is the political sagacity of Tinubu; he is winning this via Kano. And getting APC to have that unbelievable misalignment where Lagos state, the most populous state in Nigeria, was assigned half of Kano State delegates, does mean BAT inherited at least Lagos from Lord Lugard – and could extend that soon!

My Response: You have not added any value via this comment. Why can’t Nigerians discuss ideas instead of insult. If the insult is for Peter Obi, I can defend him by saying I wish I studied Philosophy (instead of engineering) and at the age of 40 was rich to own a bank and became a Chairman of a bank. On “infrastructure”, Obi took Anambra from 17th on WAEC to top3 per capita in 6 years. In JAMB, he took Anambra from #19 to top3 per capita. He took Anambra literacy from 76% to 92.11%. How is that not sustainable infrastructure? Anambra has more JAMBITES per capita than 90% of Nigerian states.

The Moment for Vice President Osinbajo and Time for Fiscal Federalism

I am tipping Vice President Osinbajo to win the APC presidential primaries. Practically, this race is really between him and Senator Bola Tinubu. If that happens, we will revert to the old formation – West, East and North with Osinbajo/Tinubu, Peter Obi, and Atiku respectively. Then, the outcome becomes predictable. Welcome 2027 contest as 2023 is yet unborn but already concluded, permutatively.

The good news in everything is that these 3 aspirants have committed to fiscal federalism if they win (sure, APC promised it but did not deliver). If we do have fiscal federalism, this agitation will fade.

Nigeria will be a country with many nations operating within it. In Europe, there are dozens of “countries” with some of them having a population less than 10 million people. But with the EU, they are all integrated. You can say the same for America.

Nigeria under fiscal federalism will drive competitiveness and unlock our comparative advantages. Some of our states are bigger than countries in EU (hello Iceland with 400k people). People, when this primary phase has passed, everyone, from North to South, East to West, should push for fiscal federalism from them. If we do that, that is the best outcome for 2023. Under the same structure we have now, nothing will change, irrespective of who the president is. Nigeria is structurally deficient and when a DPC is not solid, any building on top of it will collapse. 

I wish all the contenders great campaigns and I hope they will deliver whatever they promise. Fiscal federalism – that is the 7-point agenda.

Comment: Stick on tech

My Response: Everything in business/tech life is politics because the most important business is Political Economy. That shapes technology, business, etc. It is a fool who thinks there is day and night between tech and politics. Of course, it is not your fault, it is Nigeria’s misfit education for a professional to think that not getting involved in national policy is a smart move. 

If you do not want to be here, ban yourself. Here, policy is more important than tech because policy drives tech. And politics creates politics. You can print this and frame on your home door for remembrance. We do not need your myopic suggestion – Young People, be involved in politics and show energy on it. That is how great policies come.
