I promise you that if Nigeria says I want all plastic wastes out in Nigeria in 5 years and I have mapped out $15 billion to pay players, businesses would do it. It does not make sense developing such businesses when there is no obvious customers. I am not sure any state govt has money for waste collection to even care what happens to waste.
