Lagos State Announces CCECC-CRCCIG Consortium As the Preferred Bidder for 4th Mainland Bridge

The Lagos State Government on Thursday announced the preferred bidder for the 4th mainland bridge, three years after the expression of interest on the project was advertised.

This was disclosed by the Special Adviser to the governor, Babajide Sanwo-Olu, on Public Private Partnerships, Mr. Ope George, during a briefing in Ikeja. He said the preferred bidder is Messrs CCECC-CRCCIG CONSORTIUM.

According to Mr. George, the Fourth Mainland Bridge (4MB) Project, which is a proposed PPP transport infrastructure development, will comprise the construction and operation of a greenfield tolled road and bridge with a design speed of 120km/h, including the development of adjacent real estates.

He explained that the Bridge, when completed, would become the second longest in Africa with three toll plazas, nine interchanges, a 4.5km Lagoon Bridge and an eco-friendly environment. He added that the bridge is expected to span about 37 kilometres, starting from Abraham Adesanya in Ajah, on the Eti-Osa-Lekki-Epe corridor and traverse the North West towards the Lagoon shoreline of the Lagos-Ibadan Expressway via Owutu/Isawo in Ikorodu.

“You will recall that the Lagos State Government commenced a Competitive Bidding process for the selection of a Concessionaire, by the issuance of the Request for Expressions of Interest (REOI) on 27th of November, 2019 A total of 52 responses were received with 32 being responsive.

“Subsequently, a Request for Quotation (RFQ) was issued on 10th February 2020 to the 32 eligible applicants and responses were received on 15th April, 2020 with a total of 15 responses. Upon evaluation, six bidders met the criteria to progress to the Request for Proposal (RfP) stage”, he said.

The 4th mainland bridge had a record of about 39 companies that have shown their readiness to execute the project through partnership in 2019. But the state government said the process will have to go through six stages before a finalist would be selected for the sake of transparency, which explains partly while it took this long for a bidder to be chosen.

Some of the companies that had expressed interest in the project include: Julius Berger, China Civil Engineering Construction Corporation, China Jiangxi International Economic and Technical Cooperation Company Limited, Kyeryong Construction Company, Pythgoras Holdings, CRCCCI Nigeria, China State Construction and Engineering Corporation Nigeria Limited, Bua International Limited.

Mr. George explained that the Bids have now been evaluated and Messrs. CCECC-CRCCIG Consortium emerged as the preferred bidder, while the Messrs MOTA-ENGIL (NIGERIA & AFRICA), CCCC & CRBC CONSORTIUM, were chosen as the reserved bidder for the Fourth Mainland Bridge project.

The 4th mainland project was conceived years ago as a way to tackle traffic congestion in Lagos. In 2008, NLE’ Works designed the visual concept of the bridge and it was approved by the State Government. However, the project has been repeatedly hindered by lack of funds, prompting the involvement of PPP.

The bridge was designed with about eight interchanges to enable interconnectivity to many parts of Lagos, in addition to its four-lane dual carriageway that comprises three lanes and two meters hard shoulders on each side. Mr. George said it will reduce congestion on the existing Carter, Eko and Third Mainland Bridges while opening new areas of the City for future development.

The honeybee looks for nectar in flowers, irrespective of the surroundings of the flowers. So, whether in a garden or a landfill, the honeybee focuses on nectar.  On the other hand, the housefly looks for waste and dead tissues. If it makes it into a palace, it makes the waste area its home, ignoring all the splendours.

These two insects teach us something: most times, our environment is not always the problem but our mindsets. If we become like the honeybee, we will keep looking for nectar (opportunities) even in all places. But if we act like the housefly, even in abundance of opportunities, we see none.

Indeed, the greatest victory happens when a person wins over his/her mindset.

Comment #1: My Prof Ndubuisi Ekekwe, may I enrich this your conversation by saying we can have another interesting perspective i.e. view both insects as co-equal legends. Yes, they are both economically important in agriculture and the environment.

The honeybee ? for pollination and the housefly for recycling. Did you know that without houseflies and other species of flies, the world would be almost unliveable/unhabitable? The smell from organic waste would be unbearable for humans. Flies recycle ?? and decompose these waste. Both insects are legend, even though the honeybee is more respected.

I would say the two insects teach us an additional lesson: we must give attention to our inherent God given potential and sink ourselves into exploiting them in whatever environment we find ourselves. You are important, whether you are a honeybee or housefly. You are important, whether people like your work or not.

My Response: “we must give attention to our inherent God given potential ” I respect your thesis but I do not buy into it. I will NOT be poor to satisfy the nexus that the world will always have poor people. I will not be last in my class because someone has to come last in that class. That family is known for begging, unable to farm during the planting season, preferring to beg in the harvest season, while a part of a society, will not be a reference to mine. Every human has a role in society; we desire we are positioned for the best possible. Some have roles to pick garbage, I respect them. But I do not desire it.

My thesis emphasis is that people have TALENTS/GIFTS and EXPLOITING IT for the good of the society leads to impact. We can’t discount the TALENT of the housefly in comparison to that of the Honeybee.

Humanity NEEDS houseflies and the fly family to RECYCLE billions of tonnes of organic waste globally. Humanity NEEDS Honeybees for pollination and honey ?. In the true sense they are both LEGENDS.

Both INSECTS exploit their talent to serve humanity. The problem with looking down on the housefly is that you end up with a society where everyone wants to be a Honeybee, instead of being effective at exploiting their talents for the greater good of the world.

My perspective is about valuing diversity and giving honor to TALENTS we don’t understand. Your desire not to be a housefly is a strong indication that you are a honeybee. The housefly also has zero desire to be a honeybee. The most important point I make is that both are EXPLOITING their TALENT to SERVE humanity. They are both legends.

My Response: “We can’t discount the TALENT of the housefly in comparison to that of the Honeybee.” – no one is discounting it. We are saying why should Blessing be a garbage collector even though it is a very important job in society? No one discounts the collector’s job; what we’re saying is that we should not be the one doing it.  In world of housefly (garbage collector) and honeybee (bank CEO), we desire to be honeybee even though housefly is vital to society.

From my perspective, I view the Housefly not as Garbage collector but as CEO of a Recycling Company. For me it’s Recycling Company CEO vs Bank CEO, both are Kings of their own different market domain. They are kings because they both EXPLOITED their unique talents to serve the market well.

Prof, I therefore concur with your excellent line of thought especially that no one should be the Garbage collector when they can be a CEO. Thank you so much for this meaningful conversation my Prof.

Response 1bb:  I like your thinking, but I also think it would be more suitable for a different conversation. The analogy of honeybee and housefly was constructed from the standpoint of ‘beauty’ and ‘ugliness’, and not from that of value proposition and agency in the grand scheme of things. Why would some people see only the negatives and challenges when others can easily see opportunities? That is the thrust of the post.

You can be involved in a business generating a certain revenue within a certain reach and think this is the height of it all but then you come across someone within the same environment and conditions doing double or triple of that and immediately your mind opens to abounding possibilities that you never thought possibilities

Pele Departs the World for a Game in the Heavens

There is a football game in the heavens right now. Pele left the solid bounds of the earth and ascended into the ecclesiastical world where games are played with a melodious chorus of cymbals, tapestries and praises. Born Edson Arantes do Nascimento, Pele refined the world of football, and FIFA anointed him  “the greatest”.

Pele, a verb, and a noun., uniquely, was a Santos 15-year old footballer who rose to the pinnacle, and became the most popular sports personality of the 20th century. He owns all the main records as the unrivaled goalscorer and playmaker of the century.

The king, as he was nicknamed, electrified the fans with spectacular goals, and gave the world the immortal phrase – the beautiful game. Though I did not watch him during his active play days, watching YouTube, one could see a visionary forward who provided more assists than goals in the net.

Yet, besides those dribbles and goals, Pele scored a SPECIAL goal: he provided a platform for black Brazilians to #believe. He inspired a generation when he lifted the 1958 World Cup, opening opportunities, with flowing streams that have fertilized football farmlands which produced Afro-Brazilian legends like Ronaldo (#9), Ronaldinho, Romario, and more.

The Pele of Brazil. The Martin Luther Jr of America. Men, who through different paths, restored the dignity of humans, through uncommon and extraordinary talent, making it clear that all men (and women), irrespective of color, can reach the highest heights. Pele was 82!

Andela Co-Founder Iyinoluwa Aboyeji Ranked Amongst 62 Global Entrepreneurs That Have Founded Two Unicorns

Nigerian entrepreneur and co-founder of Andela, Iyinoluwa Aboyeji popularly known as “Iyin”, has been cited amongst 62 global entrepreneurs that have founded two unicorns.

The ranking was compiled by the Venture capital initiative of the Stanford Graduate school of Business, which listed him alongside Tesla and Twitter CEO Elon Musk.

Speaking on the latest ranking of global serial unicorn founders, the director of Venture Capital Initiative, Ilya Strebulaev stated that there are a total of 3,025 unicorn founders in the world, and only one person, Richard Klausner, who is the Director of Juno Therapeutics, Director of GRAIL, Executive Chairman of Wisdo, Chairman of Mindstrong has so far founded 4 unicorns.

He further disclosed that 3 Entrepreneurs have founded 3 unicorns, while 62 have founded 2 unicorns each, making a total of 66 people that have founded more than one company valued at $1 billion or higher.

Commenting on the list of 62 global entrepreneurs that have founded two unicorns, Andela co-founder Iyinoluwa Aboyeji said,

At 31 years old, by the grace of God, I am one of 62 people in the whole world and very likely the only African to have co-founded two unicorns – Andela and Flutterwave.“I am grateful to my country, Nigeria.

“I have repeatedly said that in no other country on earth would my story have been possible. I am not a caucasian male. I’m just barely 30 years old. I wasn’t born into old money.
