There are things you cannot explain. Liverpool continues to win in the English Premiership. If they have not scored in the last 5 minutes in this season, they may be mid-table. But somehow, Liverpool keeps finding the nets, ripping the hearts of Manchester City fans. That Roberto Firmino‘s goal five minutes from regulation, shortly after Wilfried Zaha had brought Crystal Palace level is a goal for a team that could see the glory [I switched off when that happened, not a fan!]. Of course, the most amazing game today is really Man City winning over Chelsea.

Then, the Spurs winning over West Ham as the special one,  Jose Mourinho, returns. There is a business lesson there: people with prior great results continue to be recycled despite the abundance of new people looking for opportunities. You cannot make this up, as one CEO leaves one job for another job, and another CEO from another company fills it up. Jose has moved from FC Porto, Chelsea, Inter, Real Madrid, Chelsea, ManU, {vacation in my village}, and now is gifted another via Spurs. 

Why? He has the rings – Champions League which means he is validated, and no human can dispute his pedigree despite the effervescence of near-relegator with Chelsea a few seasons ago.

That is what happens in America football – the NFL. You cannot be retained as a  TV expert-analyst if you have never won the Superbowl, either as a coach or as a player. Without the rings, Jose would be expanding the size of his TV to watch the games in his house.

The Place of PPP in Revamping Ibadan Trans Amusement Park

From the Global North to the Global South, there are hundreds of theme and parks, serving a billion of people throughout the world. According to information, the United States, the United Kingdom and some countries in the Europe remain the capital of theme and parks. In the United States and the world in general, Disney and Universal has been found as the leading park. Other continents such as Africa has been on the emerging pipeline in the last decade offering outstanding attractions.

Globally, theme and parks are part of segments in the tourism sector delivering revenue to governments and helping individuals earning certain level of income. The contribution is expected to grow as more products and services are being developed by the concerned stakeholders in the sector. Sustainable tourism encompasses the stakeholders’ ability to attract and get substantial spending from the tourists and site-goers through innovative and valuable products and services. Leisure or recreational aspect of the global tourism has been growing since 2015 because of the place of the segment in the attainment of sustainable development goals, especially targets associated with building resilient cities and healthy people.

Amusement park as a subset of leisure tourism is being visited by individuals and families because of the vegetation which has been seen as one of the means of having a healthy life. In developed and developing countries, amusement parks are the places old and young people visit during holidays or festivals and occasionally when the need arises. In the last 10 years, the parks have seen increases in the number of visitors, most importantly baby-boomer visitors.

Attendance has continued to be the main driver of spending by the visitors globally. A global amusement park outlook report indicates that attendance growth for 2019 is 3.6%. This is expected to increase to 4.0% in 2020 and 4.3% in 2021 with the expectation that the global spending at the parks would be $60.5 billion in 2022. As the governments and players continue capturing value from the visitors, the concern among the stakeholders, especially the visitors, is that what has been the place of the Trans Amusement Park owned by the Oyo State government in the global theme and amusement park industry.

In its early days, visitors believe that the park was a significant contributor to the socioeconomic growth of the Ibadan North Local Council, the host community, and the state in general. The community which had 302,271 residents in 1991, 308,119 residents in 2006 and 432,900 residents in 2016. Over 61% of the residents fall within age 15 and 64 years, indicating high potential local visitors for the park. In addition to the age as factor for visiting the park, marital status, educational qualification, income, occupation and the distance also remain the principal forces.

Checks reveals that the park has facilities such as Panoramic wheel, Chair-O- plane, Dragon ride, Telecombat, Merry-go-round, Niagara-Falls, Swings and kiddies’ manual rides. However, for the past 2 years, visitors have been wondering about the usefulness of the park having been reduced to mere edifice, harbouring criminals. From the select previous visitors to the park, we have understood that the park is having operational and maintenance issues. From 527 issues, the visitors believed that the place is attractive but need revamping because of the poor maintenance of the facilities and low leisure businesses.

“Barely average now. Some attempt at revamping, but not best in results. Many of the facilities are barely functional; and some that were didn’t’ look to be in great shape. As far as the family friendly equipment and rides go, probably not worth looking forward to when planning a huge fun family time out. The barely good aspect is plenty of space, some quietness, and some spots to take drinks or eat within and around the place,” one of the visitors to the park said.

These issues remain significant factors in people’s interest in the park across the country relative to other parks. Despite being one of the oldest parks, Trans Amusement Park has been experiencing low recognition and popularity issue since 2017, while Dream World Africana, Magicland and Apapa Amusement Park are soaring.

The Place of PPP

From the insights, it is glaring that the park, which was opened to the public in November 29, 1989 needs overhauling. The from the facilities to the presence of the leisure businesses, the government needs to consider public private partnership to enliven the park and ensure sustainable leisure activities. This will increase the average one and half hour being spent at the park by the visitors, which has been linked to the low leisure activities and sustainable protection.

Throughout the world, in the tourism sector, PPP has been the strategic tool for revamping attraction centers. Oyo state government should borrow a leaf from the developed and developing countries that chose a PPP approach for the development of their tourism sectors toward improved healthy living. India is a typical example in the developing world. The country has developed a number of theme and parks using the model. For instance, Glimpse of Ajwa Amusement Park Developed was built under the PPP approach.

The Fight for and Against the Nigeria’s Social Media Bill

The Federal Government of Nigeria has intensified its determination to control social media. Yesterday, the news came that the bill known as the Protection from Internet Falsehood and Manipulation Bill 2019 has scaled second reading in the National Assembly.

The sponsor of the bill, Senator Sani Musa, and those who stand by it claim it’s time such a regulation comes into play in Nigeria for the sake of national peace and security in the country.

Apart from the social media bill, there is also the Prohibition of Hate Speech Bill sponsored by Senator Sabi Abdullai. Each of these bills is seeking to control free speech and how Nigerians react to issues.

The Nigerian Senate has overwhelmingly stood in favor of the bill, apart from Chimaraoke Nnamani, the senator representing Enugu East; others have given various reasons why the bill must be passed.

In his speech against the bill, Nnamani said he condemns it in its entirety, citing the provision of freedom of speech in section 39 of the constitution of the Federal Republic of Nigeria. He said the bill is nothing more than an attempt to censor the media, reminded his colleagues that there are existing laws in Nigeria to tackle issues of cybercrime and false information. Quoting Fredrick Gustav Emil Martin Niemoller and as reference of repercussion the social media bill may bring upon those who ignorantly passed it, he said “this bill is pure censorship; it has no business in 2019 Nigeria. I therefore oppose and vigorously condemn the bill.”

However, his opposition and condemnation of the bill did nothing to deter the lawmakers from pushing the bill, now close to its third reading.

Among those who spoke in favor of the bill is Elisha Abbo, the senator representing Adamawa north, he said:

“The issue of fake news, if it’s not regulated, if it’s not caged, it is a cancer waiting to consume all of us… I’m supporting this bill holistically, I stand to say that this bill is good and if we cannot regulate the spread of falsehood, it will consume all of us tomorrow.”

The sentiment echoed here represents what everyone who supports the bill has been saying. It’s about curtailing the damages that falsehood and hate speech could cause on individuals and the country as a whole. President Buhari, addressing the concerns about government’s move to control the media in his Independence Day speech said:

“Whilst we uphold the constitutional rights of our people to freedom of expression and association, where the purported exercise of these rights infringes on the rights of other citizens or threatens to undermine our national security, we will take firm and decisive action.”

Nigerians have been a little unbothered in the beginning, until the contents of the proposed bill appeared online, and it brought outrage with it for reasons remarkable in other countries that have similar media control laws.

Part 3 (12) of the bill empowers enforcement agencies to shut down access to the internet and social media without recourse to the National assembly or a court.

The section reads: Law Enforcement Department may direct the NCC to order the internet access provider to take reasonable steps to disable access by end-users in Nigeria to the online location (called in this Clause an access blocking order), and NCC must give the internet access provider access blocking order (emphasis ours).

An internet service provider that refuses to obey the order on conviction by a court may be fined N10 million for each day the order is not obeyed.

A section of the bill prescribes a fine of N300, 000 or three year jail term or both for anyone found guilty of making statements that diminishes public confidence in the performance of any power of the government. That means, anyone criticizing a public office holder for not living up to expectation is liable to go to prison.

It is based on these highlighted sections of the bill and many others that dissent arose on Thursday against it. Critics believe it’s a calculated ploy in the guise of “curbing falsehood and hate speech” to muzzle the only medium that Nigerians have used to criticize the government and expose wrongs to the world.

The former Director General of BPSR, Dr. Joe Abba, joined other Nigerians who are registering their displeasure with the hashtags #SayNoToSocialMediaBill #SayNoToHateSpeechBill, to denounce the bill. He tweeted:

“I, Joe Abah, say no to Social Media Bill. It is a grievous infringement on the constitutional right to free speech. We must be able to speak our minds, even when we are wrong or mistaken, without fear of intimidation, harassment or incarceration by the State.”

The popular singer, Simi, didn’t hold back her voice, she tweeted: “This, Social Media Bill is very worrisome. We’re used to taking everything so lightly. I doubt most of us understand the implications of this if it gets passed. The things I’ve been reading are crazy. Freedom of speech is almost all the power we have left.”

One after another, Nigerians have been signing a petition initiated on Change.org against the Bill. Contact information of senators are being published on twitter, and everyone is urged to call his senator demanding they drop the bill.

Among the fears that have been expressed by the people is that Nigeria may end up like Congo, Cameroon, Iraq, Iran and every other country notorious of shutting down the internet whenever there is a protest by the people against the government.
